A notice for developing a vacant lot at the bottom of NE 100th Street just west of Lake City Way says seven three-story residences are to be built. Located next to AirMark, the lot, that has been empty for years, was the site of a former mini-putt golf course 40 years ago, and original Victory Heights residents might recall a swimming hole there once.
The city is currently reviewing the application, the public can submit comments to PRC@seattle.gov (reference Project 3038040-LU at 2304 NE 100th St). Documentation can be found here on the city site.
The maps the developers have submitted appear to have the site going into what is now the hillside south of NE 102nd Street (although it shows 23rd Avenue NE going through, something that has always been platted but never developed, it would not actually exist. The only access would be from NE 100th Street).
